If the number of points that you enter is greater than the number of unique experimental runs with respect to the variables that you specify as design columns, Minitab gives an error because the design does not have enough distinct points in the candidate set.
The experimental runs can be the only runs in the worksheet, or you can use a column in the worksheet to identify which runs are part of the design.
