can facilitate communication and improve the decision-making process.
The
CATWOE form
answers the following questions.
- Who are the primary stakeholders of the process or system affected by the
problem?
- Who performs the activities in the process or system affected by the
problem?
- What is the main function of the process or system affected by the problem?
- What are the underlying assumptions or beliefs that influence the way the
process or system operates?
- Who is accountable for the performance and operation of the process or
system?
- What external factors or conditions affect the operation of the process or
system?

How-to
- Customers: Identify the individuals or groups impacted by the problem to understand
their needs and expectations.
- Actors: Identify the individuals or groups who will implement the changes to
solve the problem.
- Transformation
(Process): Identify the main purpose of the process or system impacted by the
problem and the key activities that take place.
- Worldview: Identify the broad impacts of the problem help you understand
assumptions or biases that might influence decisions.
- Owner: Identify the individual who is accountable for the process and how they
will be involved in the solution.
- Environmental
Contstraints: Identify the external factors or real-world limitations that might
affect solutions to the problem.
