Stakeholder Analysis


Summarizes the impact various stakeholders can have on a project using an evaluation of the following attributes of the stakeholders to generate graphical output:
  • Attitude - for versus against
  • Activity - passive versus active
  • Power - no effective organizational power versus powerful influence
  • Interest - not interested versus very interested
Answers the questions:
  • Who are the key supporters?
  • Who are the key opponents?
When to Use Purpose
Early in the project Identify the key supporters (those who are active, interested, and powerful) that can help advance the project so you can keep them informed and leverage their support.
Early in the project Identify the key opponents that could negatively affect the project so you can attempt to address their needs/objections.


List of stakeholders with the following attributes numerically evaluated:
  • Attitude towards the project: (-10 = strongly against to +10 = strongly for)
  • Activity relative to the project: (0 = completely passive to 10 = strongly active)
  • Power within the organization to affect the project: (0 = no effective power to 10 = powerful influence)
  • Interest in the project: (0 = no interest to 10 = very interested)


  1. Identify stakeholders by name within the various stakeholder categories (add or modify categories as needed).
  2. Apply a code to each name for charting purposes.
  3. Using a small team, evaluate and record the attitude, activity, power, and interest for each stakeholder.
  4. Evaluate the two plots to determine the status of each stakeholder.


Caution: In some organizations, this tool is seen as divisive; however, when you use it properly, the identification of Key Opponents can help you identify and address their concerns sufficiently to let the project proceed smoothly.
