Use the CATWOE form to define a problem by understanding the problem's context and impact from different perspectives: Customers, Actors, Transformation (Process), Worldview, Owner, and Environmental Constraints.

By helping teams view a problem from different perspectives, the CATWOE form can facilitate communication and improve the decision-making process.

The CATWOE form answers the following questions.
  • Who are the primary stakeholders of the process or system affected by the problem?
  • Who performs the activities in the process or system affected by the problem?
  • What is the main function of the process or system affected by the problem?
  • What are the underlying assumptions or beliefs that influence the way the process or system operates?
  • Who is accountable for the performance and operation of the process or system?
  • What external factors or conditions affect the operation of the process or system?

How-to

  1. Customers: Identify the individuals or groups impacted by the problem to understand their needs and expectations.
  2. Actors: Identify the individuals or groups who will implement the changes to solve the problem.
  3. Transformation (Process): Identify the main purpose of the process or system impacted by the problem and the key activities that take place.
  4. Worldview: Identify the broad impacts of the problem help you understand assumptions or biases that might influence decisions.
  5. Owner: Identify the individual who is accountable for the process and how they will be involved in the solution.
  6. Environmental Contstraints: Identify the external factors or real-world limitations that might affect solutions to the problem.
